Position Summary

Reporting directly to the General Manager, the Director of Human Resources is responsible for planning, directing, and coordinating all human resources management and compliance activities for Springfield Area Transit Company, Inc (SATCo), and for companion entity Valley Area Transit Company, Inc (VATCo), in a manner that maximizes the strategic use of human resources talent within a unionized labor environment. This position directly performs many functions including general employee recruitment, overall workforce strategy, internal employee relations management, policy development and maintenance, regulatory compliance, EEO compliance, leave administration oversight, training and education program development, general employee performance management, and human resources records retention. The Director of Human Resources is employed by Springfield Area Transit Company, Inc but performs the same functions within both companion entities.

The Director of Human Resources maintains open communication with other senior-level managers to proactively manage human resources and other organizational initiatives and effective department internal operations. This is a hands-on position requiring exceptional attention to detail and excellent multitasking and organizational skills. This is not a remote or hybrid position.

This position is non-bargaining. This position directly supervises between zero (0) and five (5) non-bargaining unit employees; this position indirectly manages other senior management and bargaining unit employees through the general direction of human resources activities. This position performs the tasks of directly supervised department staff whenever required. This position may be required to participate in a senior-management on-call rotation, as required by the General Manager. Senior-level Management be required to report to assigned work location in the event of inclement weather or during declared states of emergency.

Salary Range

Salary offered to the successful candidate will be within the range posted in the position description,

commensurate with experience of the preferred candidate.

Essential Duties and Responsibilities

Essential duties and responsibilities include the following; other duties may be assigned by the General Manager.

  • Develop and implement organizational policies and procedures
  • Oversee development and administration of effective recruitment programs
  • Assist with benefit programs
  • Serve as compensation & benefits analyst
  • Oversee leave administration
  • Represent SATCo & VATCo at hearings, investigations and arbitrations
  • Process unemployment claims and background checks
  • Coordinate and Report on EEO activities
  • Submit annual EEO-1 and wage transparency filings
  • Conduct task and job analyses
  • Evaluate and enhance performance management system
  • Provide staff development and training
  • Maintain all personnel records and oversee company-wide records management
  • Actively participate in senior management and other team meetings
  • Remain current with laws governing human resource management practices.
  • Perform other duties as needed and/or as assigned.

Minimum Requirements & Qualifications

  • Bachelor's degree from an accredited institution in the field of Human Resources Management, Business Administration, Communications, or related.
  • Five (5) years of experience in human resources management, or directly related experience, education and/or training.
  • Two (2) years of experience in a human resources management supervisory capacity
  • Experience with payroll, Human Resource Information Systems (HRIS), and recruitment software\
  • Experience with bargaining unit employee relations, union negotiations, and continual management of unionized workforces.
  • Experience with EEO compliance and diversity planning (affirmative action)
  • Ability to resolve problems creatively and with consultative approaches.
  • Ability to manage multiple projects simultaneously amongst competing priorities.
  • Ability to effectively supervise a diverse workforce in an economically diverse community.
  • Ability to travel to locations throughout the Company's service area.
  • Ability to write reports, proposals, business correspondence, and policy/procedure manuals
  • Strong interpersonal skills to interact with various stakeholders, including senior management, team members, frontline employees, and vendors.
  • Excellent attention to detail.
  • Strong working knowledge of the Microsoft Office suite (Word, Excel, Outlook, PowerPoint)

Substitutions

  • A High School Diploma or GED with an additional ten (10) years of directly related experience substitutes for the Bachelor’s degree requirement.
  • An Associate’s degree from an accredited institution an additional five (5) years of directly related experience substitutes for the Bachelor’s degree requirement.
  • A Master’s degree in a related subject substitute for three (3) years of general experience.
  • A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience

 Preferred Experience & Skills

  • Master’s degree in Human Resources Management, Business Administration, Communications, or a related field.
  • Experience eliciting and documenting business requirements and business process flows.
  • Minimum of 5 years of HRM in a senior-level HR position,
  • Experience with organizational change management, training material development, and / or training course delivery
  • Experience with HASTUS or similar transit scheduling and operations management applications,
  • Experience with process improvement and / or change management frameworks, such as Lean or Six Sigma
  • PHR, SPHR, and other HR industry-specific certifications.
  • Practical experience applying FTA Circular 4704.1A
