Position Summary: This position assists the Director of Maintenance with technical leadership and oversight of the day-to-day shop maintenance activities for public transit vehicle fleets in Springfield and Northampton, MA. Primary responsibilities include prioritizing daily work assignments for maintenance department staff; identifying and addressing work slowdowns/stoppages; working with senior team members and Original Equipment Manufacturers (OEMs) to define and promote best practices; employee mentoring and staff development; providing general supervision and enforcing established departmental policies and procedures. This position will also perform a variety of tasks related to ongoing capital projects; developing and implementing workflow and safety improvement initiatives, and worksite training programs and assisting with all maintenance operations, including compliance with federal, state and local regulations. The Assistant Director of Maintenance serves as the Department Head in the absence of the Director of Maintenance. This position requires occasional travel within the service area and availability on evenings and weekends as needed. This position is non-bargaining. This position directly supervises between zero (0) and thirty (30) bargaining and non-bargaining unit employees. This position performs the tasks of directly supervised department staff whenever required. This position may be required to participate in a senior-management on-call rotation, as required by the General Manager. Senior-level Management may be required to report to assigned work location in the event of inclement weather or during declared states of emergency. Provide technical leadership: Using knowledge, experience and all available resources, proactively work to identify and resolve technical issues for the department and related constituents. Collaborate with team members, vehicle OEMs, and component vendors to define & promote best practices. Serve as a technical resource for the department and company leadership teams. Assists with the direction of day-to-day maintenance activities: Provide direct oversight and leadership to the maintenance team for all vehicle maintenance activities of fixed route service in the Springfield, Holyoke and Northampton areas, and paratransit vehicles systemwide. This responsibility includes revenue and non-revenue vehicles, operation of shops, storage garages, service areas and stockrooms. Supervise maintenance department employees: Provide direct supervision of approximately 50 employees, including foremen, mechanics, utility workers (cleaners, and hostlers), and stockroom employees on first and second shifts. In a manner that preserves constructive relationships with the labor union, promotes a safe, professional and efficient work environment. Resolve employee issues, work environment/ condition issues and. Develop, implement and enforce departmental policies and procedures. Oversee on-site quality control procedures. Work closely with other management staff on a variety of matters such as recruitment/hiring, investigations, discipline, work-related injuries, etc. Assist with keeping within the approved budget for all activities related to area of responsibility. Coordinate a variety of projects: Manage and/or assist in a variety of vehicles, facility, support equipment, process, and capital improvement projects that advance department capabilities, safety and efficiency; participate in PVTA ITS planning and implementation of technology-based hardware and software systems. Design and implement worksite training programs: Identify the training and development needs of personnel to promote professional growth while ensuring the department keeps pace with changing technology and work with the leadership team to develop internal & external activities and programs to support such initiatives. Ensure compliance with federal, state and local regulations. Responsible for compliance with FTA, PVTA, state and local regulations related to departmental operations. Color vision is essential to distinguish chemical codes which are represented by color, distinguishing gauges of wire, etc. Occasionally grasps hand tools such as wrenches, screw drivers, and other tools and controls, for the purpose of training and demonstration; frequent use of two-way radio system; feels with the fingertips regularly, for example to determine if a part is worn. Stands and move freely around the garage while performing work duties 80% of the time. Sits approximately 10% of the time. Qualification Requirements: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Education and/or Experience: Minimum of ten (10) years of hands-on experience with the repair and maintenance of automotive and/or heavy-duty vehicles. Experience must include significant advanced mechanical and electrical diagnostics and repair activities. Must have working knowledge of, and demonstrated experience with, the controls, methods, and techniques utilized in maintenance and repair of light and heavy-duty gasoline, diesel and electric/hybrid vehicles. Formal training in these areas through trade school, accredited college and/or vehicle OEMs is preferred. At least three (3) years of experience managing and supervising personnel. Knowledge of occupational hazards and safety precautions; ability to follow and enforce safety rules and precautions; ability to plan, organize, and direct transit maintenance personnel; ability to establish and maintain effective working relationships with supervisors, subordinates, and the public. Must have extensive experience and judgment to plan and accomplish goals, perform a variety of complex tasks, and demonstrated experience leading and/or directing the work of others.
