JOB SUMMARY:  Supervises, leads, and participates in regular and special Town activities and projects pertaining to the Division. Maintains Town public spaces, sidewalks, recreational, and park areas. Responsible for trash removal from Town receptacles. Performs a variety of supervisory, administrative, skilled, technical, and maintenance work in discharging duties. Participates in highway maintenance and snow removal operations, as needed.  Designated essential personnel. 

SUPERVISION RECEIVED:  Works under the broad guidance and direction of the Trees and Grounds Division Director, who outlines departmental policies and procedures, supervises and reviews work and evaluates performance. This position performs regular daily duties independently, exercising judgment and determining appropriate courses of action. 

SUPERVISION EXERCISED:  Responsible for the training, daily supervision, scheduling, assignment, and evaluation of assigned staff and others working in the functional area. 

MAJOR DUTIES:

  • Plans, assigns, and participates in regular and special Town activities and projects pertaining to the Division, determining priorities and overseeing the safety of employees by ensuring adherence to safety precautions and rules.
  • Maintains Town public spaces, sidewalks, recreational, and park areas; Responsible for the planning, and maintenance, of Town flower beds, including determining arrangement and types of plants.
  • Participates in park maintenance, mowing work, ball field maintenance, and other related activities. Coordinates with other Town and School departments in regards to preparation, maintenance, and utilization of fields, as needed or directed.
  • Responsible for removal of trash from all Town receptacles, including but limited to, the downtown business area.
  • Participates in winter highway operations, including road maintenance, snow clearing, truck driving, and other related duties, as directed.
  • Operates, maintains, and performs minor repairs on Parks equipment, including leaf blower, mowers, tractor with broom, roller and snowplow attachments, hand mower, plucker, and one?ton dump truck; Operates tractor to roll ballfields, as needed.
  • Orders needed supplies and materials.
  • Participates in budget formulation, including recommendations for needed equipment, materials, and supplies.
  • Performs other duties as assigned, including participation in hiring processes.
Requirements:

MINIMUM QUALIFICATIONS:

  • High School diploma or GED, PLUS five (5) years of experience in managing the maintenance and operation of parks and athletic areas; OR any equivalent combination of education and experience which demonstrates the ability to successfully perform the duties and responsibilities of the position.
  • Supervisory experience or the demonstrated ability or skill set required to organize and supervise the activities of work crew.
  • Valid State Commercial Driver's License (CDL), Class B with Air Brakes and Tanker, or ability to obtain within one (1) year of hire;
  • Hydraulic license, Class 2B, or ability to obtain within one (1) year of hire.
  • Certification in the FEMA National Incident Management System ICS up to and including 200, or ability to obtain within one (1) year of hire.
  • MA Pesticide certification, or ability to obtain within one (1) year of hire.
  • CPO (Certified Pool Operator) certification, or ability to obtain within one (1) year of hire.
  • Thorough knowledge of equipment, facilities, materials, methods and procedures used in land and facility management.
  • Considerable knowledge of regulations pertaining to athletic events.
  • Skill in operation of the listed tools and equipment; skill in operating and repairing equipment;
  • Ability to read and apply instructions for the application of chemicals and pesticides.
  • Ability to communicate effectively, verbally and in writing.
  • Ability to establish and maintain effective working relationships with employees, other departments, and the public. 

PREFERRED QUALIFICATIONS:  Massachusetts certification in Landscape or Turf Management 

TOOLS AND EQUIPMENT USED:  Motor vehicles, common hand and power tools, shovels, various size mowers, tractors, trimmers, field groomer; paint machines; trucks equipped with plows and other attachments; plucker, one?ton dump truck, saws, broom equipped tractor; mobile radio, phone, calculator.

While performing the duties of this job, the employee occasionally works in outside weather conditions. The employee occasionally works in high, precarious places and is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock.  The noise level in the work environment is usually moderate to loud.
